Does Camerons big society already exist?

I haven't a clue by what he means by big society, but some of the explanations are starting to make sense. I think it's what normal people already do, like putting an elderly neighbours bin out. A shopkeeper asking a customer if they had seen an elderly regular who hadn't been in for a while. In other words isn't big society what normal people do, and what the privilaged few have no conception of? It might be a load of horse spit but doesn't it make more sense than Labours fair and equal society?
