How to ask for more recycling in my community?

My town only has one place to drop off recyclables... on the complete opposite side of town at Wal-Mart. I go through the trouble of driving across town and separating my plastics, glass, etc...But I think I'm the only one. I would like my town to have more recycle bins in different neighborhoods so that recycling can be easier for the people who live there, which will hopefully motivate them to actually do it. Where do I start? How do I write a petition? Are there any websites or places i can call to help me do this?
